Social infrastructure of territorial communities: interests of stakeholders

The paper clarifies the main problems of development social infrastructure territorial communities, associated with high levels wearing and low energy efficiency institutions, disorder property relations, level budget funding lack effective incentives to attract alternative sources funding, imperfect system location institutions sphere. reformation administrative decentralization promotes strengthening local authorities role in management infrastructure, increasing autonomy active involvement public solving their management. success community depends not only on availability developed but also ability turn it into asset. This requires improving management, reconciling interests all stakeholders identifying ways develop it, finding forms interaction. identifies analyzes conflicts interest communities infrastructure. interaction such as: private partnership, entrepreneurship, order, socially responsible investments, funds, (crowdfunding) are analyzed. In author’s opinion, directions as follows: searching between state, public, business, which would ensure community, contribute expanding access increase quality services, bring quantitative qualitative parameters standarts countries; maximum balancing proportions real demand institutions; streamlining ownership facilities eliminating entities at different levels; financing by network bringing line demographic situation labor market.
